I.  Planning                         
Negotiate the master plan. Cooperate with the watch issue.
Perform the regional and urban survey analysis and research development.
Come up with a draft and modification of the comprehensive development plan for the whole city.
Run overall drafts and modifications for the whole city.
Map out the development plan to perform zoning of the public construction planning inside the urban planning area in different stages.

II. Strategic Plan
Come up with a draft of the urban development strategy and policy.
Discuss  the project planning and crucial planning.                        
Discuss  how to map out the cooperative strategy for urban development.
